Aggressive man given Criminal Behaviour Order - Manchester

A prolific and aggressive beggar has been handed a Criminal Behaviour Order, after a large number of anti-social behaviour related incidents at Manchester Piccadilly station.

Daryl Whelan, aged 27, of no fixed address was issued with the order at Manchester Magistrates’ Court on 27 March.

It prevents him from entering any railway stations in England and Wales, unless buying a valid ticket. That includes Manchester Piccadilly and the area around the station.

Since 2014, Whelan has been arrested a large number of times for begging, being drunk and disorderly and also being threatening and abusive to both police and staff working at the station.

PC Dan Parr said: “Whelan’s behaviour has caused both staff and members of the public to feel threatened, frustrated and upset with his persistent harassment.

“This CBO protects everyone who uses the railway network and means that if he comes into the immediate area of any station, he can be arrested.”
